I am just glad to see that SOME systems do work. I know people who reported a suspected dog-fighting ring here last year, it was known to have about 25 dogs and traffic at all times of the night. After much run around about who was the responsible party to investigate, when they did finally investigate, they got the person on having too many dogs without a license (Prichard area). Guess what, within two days, all but two of the dogs disappeared. Sound fishy? Did to me-but that is the beauty of our system here-you give them info on a silver platter and they botch it!
